Clair Fairchild was born in the United States. Her family was linked to the Malfoys, but rather they are related at all isn't clear. Her Grandfather and his family fled when Voldemort was coming into power because he didnt want his children to be involved. Clair got quite a shock when she was 11 and her parents moved her back to England to attend Hogwarts. This is written in diary-style, so Clair's name never appears.
