Author's Response: Yes, that's a very good point :)

In the camp it's against the "rules" (if that's what you would call them) to perform magic in front of a large crowd. If they do it would give away the way in which to cast spells e.g.- wand movement and the pronunciation on the spell. The idea is that they keep the Deatheaters-in-training isolated from as much magic as they can until they are sure that they have been "brainwashed" (in a sense) to their ways, and agree with their ideas.Then they would trust them to begin the magical training e.g.- wand work. That's why the children are taken at a pre-hogwarts age (mostly).

But, obviously, the rule is ignored in Rita's case, when she would use non-verbal spells when torturing someone away from the rest of the patrollers. But most of the patrollers (and Rita) see Muggle torture as a way of getting the idea across, especially when the victim is helpless.
